I think this political cartoon is trying to show all of the territories that America has conquered. I figured this out because the eagle represents America, and it even has the United States labeled. With my previous knowledge of the territories the United States has taken over, I see that the eagle's wings are spread over all of those labeled territories.

It is saying that America is better than these other countries because Uncle Sam is towering over the kids. It also displays this with the person of another race cleaning the window in the background.
